Rules for the provision of accommodation services in the hotel complex “Holiday Inn Kaliningrad”

These rules establish the procedure for booking, check-in, accommodation and provision of services in the Holiday Inn Kaliningrad hotel complex.

According to the Rules for the provision of hotel services in the Russian Federation, approved by the Decree of the Government of the Russian Federation of 09.10.2015 No. 1085, the procedure for staying in the hotel is established by the contractor.

In accordance with the Rules for the provision of hotel services in the Russian Federation, approved by the Decree of the Government of the Russian Federation of 09.10.2015 No. 1085, the consumer is obliged to comply with the accommodation procedure established by the contractor and fire safety rules

  1. Procedure for booking, registration and payment for accommodation, provision of services

1.1 The hotel is intended for temporary accommodation of citizens for a period agreed with the hotel administration. The Administration provides the Guest with the opportunity to stay in the Hotel only during the paid period of time. After the end of the paid period, at the request of the Guest, the stay can be extended only if there are vacant places or in the absence of a confirmed reservation for it in favor of third parties. This clause must be brought to the attention of the Guest at the time of signing the accommodation contract (acceptance of the reservation or payment). If you wish to extend your stay, you must inform the hotel administrator no later than 2 hours before the check-out time – 12 o’clock local time.

1.2. Check-out time is 12:00 PM local time. Check-in is from 02:00 PM. Check-out is until 12:00 PM.

1.3. The working hours of the Holiday Inn Kaliningrad Hotel are 24/7.

1.4. The hotel is entrusted with registration activities (Law No. 5242-1 of June 25, 1993 as amended by Federal Law No. 376-FZ of 21.12.2013). A hotel room is provided to guests upon presentation of a passport of a citizen of the Russian Federation, for children under 14 years old – a birth certificate, and for foreign citizens – a civil passport, a visa to enter the territory of the Russian Federation and a migration card (unless another entry procedure is provided for by current bilateral government agreements and international treaties).

” Article 10. Documents certifying the identity of a foreign citizen in the Russian Federation

  1. Documents certifying the identity of a foreign citizen in the Russian Federation are a passport of a foreign citizen or another document established by federal law or recognized in accordance with an international treaty of the Russian Federation as a document certifying the identity of a foreign citizen. 
  2. Documents certifying the identity of a stateless person in the Russian Federation are:

1) a document issued by a foreign state and recognized in accordance with an international treaty of the Russian Federation as a document certifying the identity of a stateless person;

2) temporary residence permit;

3) residence permit;

4) other documents provided for by federal law or recognized in accordance with an international treaty of the Russian Federation as documents certifying the identity of a stateless person.

In order to create the necessary conditions for ensuring the constitutional rights and freedoms of citizens of the Russian Federation, pending the adoption of the relevant federal law on the main document certifying the identity of a citizen of the Russian Federation in the territory of the Russian Federation, I hereby decree:

1. To put into effect the passport of a citizen of the Russian Federation, which is the main document certifying the identity of a citizen of the Russian Federation on the territory of the Russian Federation.

1.5. Payment for accommodation and services in the hotel, including insurance premiums and security deposits, is made at free (contractual) prices, according to the price list approved by the hotel management. Payment is made in rubles, in cash, by wire transfer under the reservation agreement or using payment (credit) cards. Check-in at the hotel is made only after the guest has made an advance payment for the entire expected period of stay. A fiscal receipt is issued immediately after the payment of funds by the guest; the final invoice for the services rendered is issued upon the guest’s departure. When a guest checks in by bank transfer, the guest is given a room key card, an invoice is issued after check-out and to the organization that submitted the application.

1.6. Payment for accommodation is charged in accordance with a check-out time – from 12 o’clock of the current day local time. In case of free accommodation of the guest at night from 10:00 PM to 08:00 AM, check-in to the room is made only until the check-out time, the extension of the stay is made in accordance with the procedure provided for in the approved price list. For stays of less than a full day (24 hours), the fee is charged per day regardless of the time of arrival and departure.

1.7. Early check-in. It is carried out by prior arrangement depending on the occupancy of the hotel.

1.8. Late check-out. The possibility of late check-out from the room after 12:00 PM and before 06:00 PM should be confirmed on the day of departure, and extended stay is paid additionally in the amount of 50% of the cost of a day’s stay. In case of checking-out after 06:00 PM, extended stay is paid additionally in the amount equal to the full cost of one night’s stay at the hotel in the confirmed room.

1.9. Booking Guarantee. To guarantee the reservation, it is necessary to provide a copy (on both sides) of the payment card or guarantee payment in the amount equal to the full cost of one night’s stay in the hotel in a confirmed room.

The hotel has the right to cancel non-guaranteed reservations at 04:00 PM.

1.10. Cancellation. In order to avoid a penalty in the amount equal to the full cost of one night’s stay in a confirmed room, it is necessary to inform about the cancellation of the reservation at least one day before the day of check-in at the hotel. Cancellation of reservations for groups is carried out according to the cancellation policy specified in the Event Agreement.

1.11. No-show. In case of no-show without prior notice, the hotel reserves the right to charge a penalty equal to the full cost of one night’s stay in a confirmed room. Penalty for no-show for groups is carried out according to the rules specified in the Event Agreement.

1.12. In case of the guest’s refusal from accommodation or shortening the period of stay, the administration has the right to withhold from the prepayment made by the guest (or their guarantor) an amount equal to the full cost of one night’s stay. This amount is the fee for reserving a room in the name of the guest for the entire period of his stay.

1.13. If the guest is absent from the place of accommodation for more than 5 hours from the moment of his check-out time, the hotel administration has the right to form a committee and make an inventory of the items located in the room. Material values in the form of money, precious metals, valuable documents shall be placed under the responsibility of the administration. Other items shall be in the possession of the hotel service. The guest shall amount equal to the half cost of one night’s stay upon their return to collect their belongings.

1.14. The following services are included in the room rate:

– daily room cleaning (except in cases of access restriction by the guest: a card with a request not to disturb is posted);

– change of bed linen once every three days (or at the request of the guest);

– change of towels daily;

– wireless Internet;

– use of household appliances (safe, TV, refrigerator, air conditioner, iron, hairdryer, tea station, coffee machine);

– refill of tea, coffee, sugar and milk daily;

– personal hygiene, shaving, and sewing kits, combs (on request);

– use of the fitness room during its opening hours from 06:00 AM to 11:00 PM (on the 2nd floor);

– use of the SPA during its working hours from 7:00 AM to 10:00 PM (on the 0th floor);

– use of a desktop computer, scanner, and printer on the ground floor in the hotel lobby.

1.15 The following services are provided to hotel guests at no extra charge:

– calling an ambulance (taxi service);

– use of a first-aid kit;

– delivery of correspondence, faxes (e-mail messages) to the room upon receipt;

– wake-up call;

– concierge service;

– luggage storage;

– parking;

– fresh newspapers in the lobby and restaurant;

– baby cot (children under the age of 3);

– accommodation of children under the age of 13 with their parents in the same room, without extra bed.

1.16. Access to telephone services is provided with a deposit;

1.17. Paid services in the hotel are:

– Buffet breakfast. The breakfast is 1100 rubles per person. Breakfast is served at the Lastadie Restaurant (0th floor) on weekdays from 07:00 AM to 10:30 AM, on weekends from 07:00 AM to 11:00 AM;

– Dinner at the Lastadie Restaurant, à la carte dishes until 11:00 PM;

– Lobby bar (open 24/7);

– Room service (24/7). Delivery of meals to the room is 200 rubles;

– Conference center services;

– Laundry and dry-cleaning services;

– Extra bed in the room – 2000 rubles, breakfast not included. In this case, the cost of breakfast is not deducted.

1.18. Citizens eligible for discounts (according to the legislation of the Russian Federation) are accommodated on general terms according to the current prices at the check-in time

1.19. For an additional fee (1500 rubles per night) it is possible to stay in a room with a dog (small breed, up to 5 kg) by prior agreement with the administration. One pet per room only. Accommodation of a guest with disabilities accompanied by a guide dog is possible by prior agreement with the hotel administration.

1.20. The administration is not responsible for the loss of money, jewelry and other valuables of the guest.

In case of discovery of loss, shortage or damage of their belongings, as well as in case of loss of the key card, the guest should immediately contact the hotel administrator to take appropriate measures according to current legislation.

1.21. If, through the fault of the guest, there is a fire in the room, flooding or other events that caused damage to the property of the hotel, then the cost of repair and restoration work is determined according to the current price lists plus payment for the room being unavailable for the time of its renovation. The guest also pays for the cleaning of bedspreads, draperies, carpets and other items damaged through his fault. If it is impossible to restore the original appearance of the items, the guest will be charged their value at the time of damage.

The cost of damage caused to the property of the hotel is paid by the guest on the basis of the act (form 9-g). The act is drawn up in one copy, signed bilaterally, the guest is given an invoice and a cashier’s check confirming the payment of the amount of damage.

1.22. Individuals who do not stay at the hotel are allowed to visit the hotel until 11:00 PM upon presenting an identity document. After 11:00 PM, the guest is obliged to register their visitor as a guest in their room. The guest is fully responsible for the actions of the invited visitors.

1.23. The Hotel guarantees confidentiality regarding the Guest’s accommodation in the Hotel.

1.24. The Hotel is not responsible for the operation of city services (emergency shutdown of electric and thermal energy, water supply).

1.25. Guests’ forgotten belongings are stored in the hotel for 6 months from the date of discovery. In case of finding forgotten items, the administration takes measures to return them to their owners.

  1. The guest is obliged to:
    • when leaving the room, close the water taps, windows, turn off the lights and TV;
    • comply with the rules of accommodation established at the Holiday Inn Kaliningrad Hotel;
    • maintain cleanliness, keep quiet and abide by public order rules in the room and hotel;
    • comply with the dress code, appearance standards in all public areas;
    • strictly observe fire safety rules;
    • compensate for damage in case of loss or damage to the property of the Hotel. The assessment of the damage caused is made on the basis of the “Price List for Damage to Hotel Property”;
    • be responsible for the actions of visitors invited to their room; register invited visitors according to the rules of accommodation in the hotel;
    • pay for all additional services provided by the hotel in a timely manner and in full.

 

  1. In the hotel, it is not allowed to:

3.1. use foul language, insult guests and employees of the Hotel;

3.2. leave visitors unattended in the room, as well as to give them a key card to the room;

  • store bulky things in the room, the size of which exceeds 120×120 cm, flammable materials, weapons, chemical and radioactive substances, mercury;
  • keep animals (birds, reptiles, dogs, cats) in the room without the consent of the hotel administration;

3.5. smoke in the rooms, as well as in the halls and corridors, in all public areas, including the hotel parking. Otherwise, the hotel reserves the right to insist on compensation in the amount of 5000 rubles for additional dry cleaning of upholstery and downtime of the room.

3.6. be in public areas in a state of alcoholic or drug intoxication;

3.7. use heating devices not provided by the hotel;

3.8. disturb the peace of guests staying in adjacent rooms;

3.9. consume (drink) alcoholic beverages in the public areas of the Holiday Inn Kaliningrad Hotel, if the drinks were not purchased in the restaurants and bars of the hotel and without the consent of the hotel administration.

  1. Final clauses.

4.1. The book of comments and suggestions is located at the reception desk of the hotel and is issued at the request of a guest.

4.2. The hotel administration reserves the right to enter the room without the consent of the guest in case of smoke, fire, flooding, as well as in case of violation of the rules of accommodation, public order, or proper usage of household appliances by the guest.

4.3. The hotel has the right to terminate the contract for the provision of hotel services unilaterally or refuse to extend the period of stay in case of violation of the rules of accommodation, untimely payment for hotel services, causing material damage to the hotel by the guest.

4.4. The administration of the hotel and restaurant has the right to refuse service to the guest in case of the guest using obscene language, appearing in sportswear, sports or home shoes, as well as in case of violation of generally accepted norms of behavior.

4.5. In cases not provided for by these rules, the administration and the consumer (guest) shall abide by the current legislation of the Russian Federation.
